Pennieโ€™s Tex-Mex Take Out sits at 1713 37th Street in a building thatโ€™s borne meat markets since at least 1913. In 1978 Israel โ€œPennieโ€ Ochoa and his wife Connie transformed it into a community hub famous for barbacoa and her hand-made tamales2. After Hurricane Ike shuttered the original market in 2009, their descendants Louis and Isis Moreno revived the legacy in 2017โ€”adding Hill Country-style barbecue to the menu while preserving those treasured family recipes.

Family Roots & Rebirth

Now run by the Ochoaโ€“Moreno clan, Pennieโ€™s is proud to remain a family-owned pillar of Galvestonโ€™s dining scene. Connie still supervises tamale production (they close three days each week just to make them right), Louis tends the smoker with his original rubs, and their son Cameron keeps neighbors and tourists lined up at the take-out window.

Signature Plates That Pack a Punch

  • Tamales: A perfect pork-and-beef blend wrapped in scratch-made masaโ€”these sell out fast, so order ahead.
  • Barbacoa: Braised beef cheeks slowly cooked overnight, world-class shredded beef youโ€™ll crave on a Sunday morning๐ŸŒฎ.
  • Smoked Brisket & Ribs: Oak-smoked to order with just enough bark, tender enough to cut with a fork.
  • Sausage & Chicken: Hill Country flair on the sideโ€”spiced chicken and plump sausage rounds that balance the heavier cuts.
  • Sides & Sweets: Pinto beans and green beans steeped in Connieโ€™s seasonings, plus banana pudding or trifle for a sweet finish.

Service That Feels Like Home

Thereโ€™s no dining room rushโ€”Pennieโ€™s is take-out only, with picnic tables out back and curbside service for those in a hurry. Lines form quickly on weekends, but the crew moves with practiced warmth: a quick greeting, order accuracy that borders on telepathy, and that rare willingness to chat about Grand-Ma Ochoaโ€™s original corn-husk wrapping technique.

Why Pennieโ€™s Is Galvestonโ€™s Best-Kept Secret

With a 4.5-star Tripadvisor rating (Travelersโ€™ Choice) and praise from Texas Monthlyโ€™s barbecue editor, Pennieโ€™s thrives on authenticity, not hype. These tamales and slow-smoked barbacoa hit some deep soulful notes. Pull up, place your order, and prepare to carry home a plate of family historyโ€”spiced just right for the Gulf Coast.

๐Ÿ’ฐ How We Determine a Restaurantโ€™s Price Range

The pricing labels in this guide (like โ€œBudget-Friendly,โ€ โ€œMid-Range Dining,โ€ and โ€œUpscale Diningโ€) are typically based on estimated cost per person for a typical meal (entrรฉe, drink, appetizer or dessert), combined with other cues like menu offerings, ambiance, service style, and venue reputation. Here’s a framework you can use to get an idea:

๐Ÿ’ต Price Label – based on average ticket per person

Budget-Friendly – Under $15โ€“$20 – Cafes, casual eateries, quick service

Mid-Range Dining$20โ€“$35 – Sit-down restaurants, bars, grills, family spots

Upscale Dining – $35โ€“$60+ – Steakhouses, seafood joints, refined venues

Fine Dining – $60โ€“$100+ – Chef-driven menus, dress codes, premium plating

We also factor in:

Audience cues: If most diners are celebrating anniversaries, thatโ€™s a signal.

Ingredients: Lobster, dry-aged steak, imported wine โ€” likely upscale.

Ambiance: White linens and custom lighting vs. beach shack vibes.

Service: Table service with sommeliers or tasting menus implies fine dining.

Some folks idea of “low-budget” or “Upscale” may be different than other folks. So if you see a buffet in a building about to fall apart and it says “upscale”, don’t fret! It just means the average ticket per person ticks the upscale box.

โญ How We Rate Restaurants

We blend public reviews from places like Google, Tripadvisor, Yelp, and Restaurantji into one fair and balanced score. We look at overall rating, number of reviews, and recurring themes โ€” whether folks are hyping the shrimp tacos or praising the warm service. More reviews means more confidence, but we also listen closely to what locals are loving (or not) as well.

We also have our own review section at the end of each listing, which you are welcome to provide feedback. We just prefer to average the ratings across all platforms for a more accurate overview. Think of it as a community-powered scorecard. (I know, we are a little nerdy, but it works)!

๐Ÿ“ฌ Updates, Questions, Feedback โ€” Wanna Talk About Grandpaโ€™s Dinner Table Tangents?

Whateverโ€™s on your mind โ€” whether itโ€™s fine-tuning a restaurant detail or venting about wildly mistimed family stories โ€” weโ€™re here for it. Drop us a message anytime.
